SEC. 7. The several Federal departments and independent estab- lishme nts and all othe r Govern ment ins titution s of the United States shall purchase at not to excee d curren t market prices, such pr oducts of the industries herein authorized to be carried on as meet their requirements and as may be available and are authorized by the appropriations fr om which such purchases are made . Any dispu tes as to the price, quality, suitability or character of the prod ucts manufactured in any prison industr y and offered to any Government department shall be arbitrated by a board consisting of the Comp- troller General of the United S tates, t he Super intenden t of Sup plies of the General Supply Committee, and the Chief of the United States Bureau o f Effici ency, . or their representatives . The decision of said board shall be final and binding upon all parties . SEC. 8. The Act of Congress app rov ed Ju ne 21, 1 902 (C hapter 1140, Thirty-second Statute s, page 397), as amended by the Act of April 27, 1906 (Chapter 1997, Thirty-fourth Statutes, page 149 ; sec- tions 710 to 712a, inclusive, title 18, United States Code), providing for commutation of sentences of United States prisoners for good conduct, shall be applicable to prisoners engaged in any industry, or transfe rred to any camp establi shed und er autho rity of this Act ; and in addition thereto each prisoner, without regard to length of sen- tence, may, in the discretion of the Attorney General, be allowed, under the same terms and conditions as provided in the Acts of Con- gress referred to in this section, a deduction from his sentence of not to exceed three days for each month of actua'T employment in said industry or said camp for the first year or any part thereof, and for any succeeding year or any part thereof not to exceed five days for each month of actual employment in said industry or said camp . SEC. 9 . All Acts and parts of Acts in conflict herewith are hereby repealed. Approved, May 27, 1930 . Civilian personnel.
