For investigating the disease of hog cholera, and for its control
or eradication by such means as may be necessary, including demon-
strations, the formation of organizations, and other methods, either
independently or in cooperation with farmers' associations, State
or county authorities,

pended balance of the appropriation for this purpose for the fiscal
year 1929 : Provided, That of said sum

for expenditure in carrying out the provisions of the Act approved
March 4, 1913
(U. S . C ., title 21, sets . 151-158), regulating the prep-
aration, sale, barter, exchange, or shipment of any virus, serum,
toxin, or analogous product manufactured in the United States
and the importation of such products intended for use in the treat-
ment of domestic animals :

of spread, and methods of treatment and prevention of this disease .
For all necessary expenses for the investigation, treatment, and
eradication of dourine, $17,500.
Packers and Stockyards Act : For necessary expenses in carrying
out the provisions of the Packers and Stockyards Act, approved
August 15, 1921 (U. S. C ., title 7, sees . 181-229), $380,000,
together

of the unexpended balance of the appropriation for
this purpose for the fiscal year
1929 : Provided, That the Secretary
of Agriculture may require reasonable bonds from every market
agency and dealer, under such rules and regulations as he may pre-
sc ribe, to secure the performance of their obligations, and when-
ever, after due notice and hearing, the Secretary finds any registrant
is insolvent or has violated any provision of said Act he may issue
an order suspending such registrant for a reasonable specified period .
Such order of suspension shall take effect within not less than five
days, unless suspended or modified or set aside by the Secretary of
Agriculture or a court of competent jurisdiction : Provided further,
That the Secretary of Agriculture may, whenever necessary,
au thorize the charging and collection from owners of a reasonable
fe e for the inspection of brands appearing upon livestock subject
to the provisions of the said Act for the purpose of determining the
ownership of such livestock : Provided further,
That such fee shall
not be imposed except upon written request made to the Secretary
of Agriculture by the Board of Livestock Commissioners, or duly
organized livestock association of the States from which such live-
stock have originated or been shipped to market .
