Forest pathology : For the investigation of diseases of forest and ornamental trees and shrubs, including a study of the nature and habits of the parasitic fungi causing the chestnut-tree bark disease, the white-pine blister rust, and other epidemic tree diseases, for the purpose of discovering new methods of control and applying methods of eradication or control already discovered, $210,000 . Blister rust control : For applying such methods of eradication or co ntrol of the white-pine blister ru st as in th e judgment of the Secr e- tary of Agriculture may be necessary, including the payment of such expenses and the employment of such pers ons and means in the city of Washington and elsewhere, in cooperation with such authorities of the States concerned, organizations, or individuals as he may deem necesary to accomplish such purposes, and in the discretion of the Secretary of A griculture no expenditures shall be made for these purposes until a sum or sums at least equal to such expendi- Loca l contributions tures shall have been appropriated, subscribed, or contributed by required . Rubber, fiber, and other tropical plants : For investigation of crops introduced from tropical regions, and fo r the improvement of rub- ber, abaca, and other fiber plants by cultural methods, breeding, acclimatization, adaptation, and selection, and for investigation of their diseases, and for determining the feasibility of increasing the production of hard fibers outside of the continental United States, $140,000 . Drug and related plants : For the investigation, testing, and im- provement of plants yielding drugs, spices, poisons, oils, and related p roduct s and by-pr oduct s, $3 7,700 . Seed laboratory : For studying and testing commercial seeds, includ- ing the testing of samples of seeds of grasses, clover, or alfalfa, and lawn-grass seeds secured in the open market, and where such samples are found to be adulterated or misbranded the results of the tests shall be published, together with the names of the persons by whom the seeds wer e offered for sale, and for carrying out the provisions of the Act approved August 24, 1912 (U . S.G,title7, sees . 111-114), entitled "An Act to regulate foreign commerce by prohibiting the admission into the United States of certain adulter- ated grain and seeds unfit for seeding purposes," $77,800
