Maintenance. For text and reference books for instruction ; increase and expense Designated expenses . of library (not exceeding $6,000) ; office equipment and supplies ; stationery, blank books, forms, printing and binding, and period- icals ; diplomas for graduates (not exceeding $1,100) ; expense of lectures ; apparatus, equipment, supplies, and materials for purposes of instruction and athletic s, and mainte nance and repa ir thereof ; musical instruments and maintenance of band ; care and main- tenance of organ ; epuipment for cadet mess ; postage, telephones, and telegrams ; freight and expressage ; transportation of cadets and accepted cadets from their homes to the Military Academy and discharged cad ets, includin g reimburseme nt of travelin g expenses ; for payment of commutation of rations for the cadets of the United States Military Academy in lieu of the regular established ration ; maintenance of children's s chool (not ex ceeding $12,20 0) ; con ti n- gencies for superintendent of the academy, to be expended in his discretion (not to exceed $3,000)

ranges ; cooking, heating, and lighting apparatus and fixtures and operation and maintenance thereof ; maintenance of water, sewer, and pl umbing syste ms ; maint enance of and repairs to ca det camp ; fire-extinguishing apparatus ; machinery and tools and repair of same ; maintenance, repair, and operation of motor-propelled vehicles, and procurement of two motorized fire engines and one motori zed la dder t ruck at $4,000 each ; policing buildings and ground s ; furniture, refrigerators, and lockers for Government- owned buildings at the academy and repair and maintenance thereof ; fuel for heat, light, and power ; and other necessary inci- dental expenses in the discretion of the superintendent ; in all, $1,213,060.
Periodicals . Section 3648, Revised Statutes (U . S . C ., title 31, sec . 529), shall R. S., sec. 3M, p. not apply to subscriptions for foreign, professional, and other news- 718. s. C.,p. loos. papers and periodicals to be paid from any of the foregoing appro- priations for the Military Academy .
Arn y surplus mate- The Secretary of War is hereby directed to turn over to the rial, etc., transferred United States Military Academy without expense all such surplus without expense to, for material as may be available and necessary for the construction of instruction, etc . buildings ; also surplus tools and material required for use in the instruction of cadets at the academy .
