Joint Re sol uti on To ame nd the a ppr opr iat ion "O rga niz ing the Naval Reserve, 1930 ." Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the provision in the appropriation " Organizing the Naval Reserve, 1930," reading " exclusive, however, of pay, allowances, or other expenses on account of members of any class of the Naval Reserve incident to their being given flight training unless, as a condition precedent, they shall have been found by such agency as the Secretary of the Navy may desig- nate qualified to perform combat service as pilots of naval air craft," is hereby amended to read as follows : "exclusive, however, of pay, allowances, or other expenses on account of members of any class of the Naval Reserve incident to their being given flight training unless, as a condition precedent, they shall have been found by such agency as the Secretary of the Navy may designate physically and psychologically qualified to serve as pilots of naval aircraft ." CHAP. 14 .-An Act To amend subsection (a) of section 26 of the Trading with the Ene my Act, as amended by the Settlement of War Cla ims Act of 1928, so as to authorize the allocation of the unallocated interest fund in accordance with the records of the Alien Property Custodian . Be it enacted by the Senate and House of Representatives of t he United States o f America in Congress assembled, That the second sentence of subsection (a) of section 26 of the Trading with the Enemy Act, as amended by the Settlement of War Claims Act of 1928, is amended by striking out the words " average rate of," so that the sentence will read : "Such allocation shall be based upon the earnings (determined by the Secretary of the Treasury) on the total am ounts deposited under section 12 ."
