SEVENTY-FIRST CONGRESS . SESS . II. CHs .368, 369 . 1930. CHAP . 368 .-An Act For the relief of the State of South Carolina for dam•ge to and destr uction of roads and bridges by flood s in 1929 . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That there is here by author ized to be appropri ated, out of any mo ney in the Treasury not otherwise appropriated, the sum of $805,561 for the relief of the State of South Carolina, as a reimbursement or contri- bution in aid from the United States, induced by the extraordinary conditions of necessity and emergency resulting from the unusually serious financial loss to the State of South Carolina through the damage to or destruction of roads and bridges by floods in 1929, imposing a public charge against the property of the State beyond its reasonable capacity to bear . Such port ion of th e sum here by authorized to be appropriated as will be available for future con- struction shall be expended by the State Highway Department, with the approval of the Secretary of Agriculture, for the restoration, including relocation, of roads and bridges of the Federal aid high- wa y system s o damaged or destro yed, in s uch manner as to giv e the largest measure of permanent relief, under rules and regula- tions to be prescribed by the Secretary of Agriculture. Any portion of the sum h ereby autho rized to be appr opria ted sh all b ecome avail - able when the State of South Carolina shows to the satisfaction of the Secretary of Agriculture that it has, either before or after the ap proval of this Act, actually expended or made av ailable fo r expenditure, for the restoration, including relocation of roads and bridges so damaged or destroyed, a like sum from State funds . Nothing in this Act shall be construed as an acknowledgment of any liability on the part of the United States in connection with the restoration of such roads and bridges : Prov ided, That out of any appropriations made for carrying out the provisions of this Act, not to exceed 2 1/2 per centum may be used by the Secretary of Agriculture to employ such assistants, clerks, and other persons in the city of Washington and elsewhere, to purchase supplies, material, equipment, and office fixtures, and to incur such travel and other expense as he may deem necessary for carrying out the purpose of this Act : Provided further, That no portion of this appropriation shall be used as reimbursement or contribution, except on highways and bridges now in the Federal-aid highway system in South Caro- lina, or the necessary relocation of such roads and bridges .
