Be it enacted by the Senate an d House of Repre sentativ es of the Flood relief, Ve r- United States of America in Congress assembled, That the item mont, New Hampshire, and Kentucky.

" Flood relief, Vermont, New Hampshire, and Kentucky " in the amenl . 45, p. 5 70, Act making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1929, approved May 16, 1928 (Forty- fifth Statutes at Large, page 570), be, and the same is hereby, amended by adding at the end thereof the following tucBkyBe, over

"An d prov ided furthe r, That the Secretary of Agriculture may may be acquired by cooperate with the State of Kentucky in acquiring the bridge built Kentucky . and now operated by the Citizens Bridge Company, of the city of Hazard, Kentucky, over the North Fork of Kentucky River from Ma in Street in said city to the Louisville and Nashville Railroad tuSer eeta foeh- right of way and depot, and out of the funds herein appropriated cost . for the relief of said State he may pay one-half of the cost of acquiring said bridge, such payment in no event to exceed $31,000, an d the other one-half of such cost shall be paid by the State of Free bridge.

CHAP. 419 .-An Act To provide for the erection of a marker or tablet to [Public, No . 322.1 the memory of Joseph Hewes, signer of the Declaration of Independence, member of the Continental Congress, and patriot of the Revolution, at Edenton, North Carolina . Be it en act ed by the Senate and Hou se o f Representatives o f the Joseph Hewes .

That the Secretary of War is hereby authorized to do all herein, things necessary to accomplish said purpose, by contract or other- wise, with or without advertising, under such conditions as he may prescribe, including the engagement, by contract, of services of such architects, sculptors, artists, or firms or partnerships thereof, and other technical and professional personnel as he may deem necessary without regard to civil-service requirements or restrictions of law governing the employment and compensation of employees of the United States and to spend in accordance with the provisions of this Act such sum of money as may be placed in his hands as a contribution additional to the funds appropriated by Congress .
