559 OPERA TION AND C ONSER VATIO N OF TIL E NAV AL PETROLEUM RESERVES To enable the Secretary of the Navy to carry out the provisions contained in the Act approved June 4, 1920 (U. S. C., title 34, sec. 524 ), requiring him to cons erve, develop, use, and opera te the naval petroleum reserves, $175,000, of which $100,000 shall be available exclusively towards repairs to shut-in wells, Naval Petroleum Reserve Numbered 1 : Provided, That out of any sums appropriated for naval purposes by this Act any portion thereof, not to exceed $10,000,000, shall be available to enable the Secretary of the Navy to protect Naval Petroleum Reserve Numbered 1, established by Executive order of September 2, 1912, pursuant to the Act of June 25, 19 10 (U . S . C ., title 43, sees . 141-143), by drilling wells and performing any work incident thereto : Provided further, That no part of the sum made available for the protection of this property shall be expended if a satisfactory agreement can be made with adjoining landowners to not drill offset wells for the purpose of producing oil . BURE AU OF NA VIGA TION For continuous-service certificates, commissions, warrants, diplo- mas, discharges, good-conduct badges, and medals for men and boys ; purchase of gymnastic apparatus ; transportation of effects of deceased officers, nurses, and enlisted men of the Navy, and of officers and men of the Naval Reserve who die while on duty ; books for training apprentice seamen and landsmen ; packing boxes and mate- rials ; books and models ; stationery ; and other contingent expenses and emergencies arising under cognizance of the Bureau of Naviga- tion, unforeseen and impossible to classify, $10,000 .
