'CH. 463. 1930 . cations for letters patent, licenses under letters patent and applica- tions for letters patent that pertain to such equipment or material for which the appropriations are made . No part of any appropriation made for the Navy shall be expended for any of the purposes herein provided for on account of the Navy Department in the District of Columbia, including personal services of civilians and of enlisted men of the Navy, except as here in expressly authorized : Provided, That there may be detailed to the Bureau of Navigation not to exceed at any one time six enlisted men of the Navy : Provided further, That enlisted men detailed to the na val dispensary and the radio communication service shall not be regarded as detailed to the Navy Department in the District of Columbia . No part of the appr opriat ions made in thi s Act shall be a vaila ble for the salary or pay of any officer, manager, superintendent, f ore- man, or other person or persons having charge of the work of any e mpl oyee of the Un ited St ates Go vern ment wh ile mak ing or caus ing to be made with a stop watch or other time-measuring device a time study of any job of any such employee between the starting and completion thereof, or of the movements of any such employee while engaged upon such work ; nor shall any part of the appropriations made in this Act be available to pay any premiums or bonus or cash reward to any employee in addition to his regular wages, except for su ggestions resulting in improvements or economy in the operation of any Government plant ; and that no part of the moneys herein appropriated for the Naval Establishment or herein made available th erefor shall be used or expended under contracts hereafter made for the repair, purchase, or acquirement, by or from any private con- t ractor, of any naval v essel, mach inery, arti cle or artic les that at the time of the proposed repair, purchase, or acquirement can be repaired, manufactured, or produced in each or any of the Government navy ya rds or ars enals of the United States, when time and facilities permit, and when, in the judgment of the Secretary of the Navy, such repair, purchase, acquirement, or production would not involve an appreciable increase in cost to the Government : Provided, That nothing herein shall be construed as altering or repealing the pro- viso contained in section 1 of the Act to authorize the construction of certain naval vessels, approved February 13, 1929, which pr o- vides that the first and each succeeding alternate cruiser upon which work is undertaken, together with `the main engines, armor, and armament shall be constructed or manufactured in the Government navy yards, nava l gun facto ries, nava l ordn ance plants , or arsen als of the United States, except such material or parts as are not cus- tomarily manufactured in such Government plants .
