Ifadyeor other article was or is ordinarily used in more than one commercial strength, then the lowest commercial str ength shall be adopted as the stan dard of strength for suc h dye or other ar ticle . (i) Any article or product which is within the terms of paragraph etc., Application of r ates, 1, 5, 37, 39, 60, 66, 82, or 1687, as well as within the terms of para- graph 27, 28, or 1651, shall be assessed for duty or exempted from duty as the case may be under paragraph 27, 28, or 1651 .
