P ena lty for unau- If any merchandise or baggage is laden on, or unladen from, any ' of goods or b aggage . vessel or vehicle without a special license or permit therefor issued by the col lector, the master of such vessel or the person in charge of such v ehicle a nd every other pe rson who knowing ly is con cerned, or who aids therein, or in removing or otherwise securing such merchandise or baggage, shall each be liable to a penalty equal to the value of the merchandise or baggage so la den or un lad en, and such me rch and ise or baggage shall be subject to forfeiture, and if the value thereof is $500 or more, the vessel or vehicle on or from which the same shall be laden or unladen shall be subject to forfeiture . If any passenger is unladen from any vessel or vehicle without a special license or permit therefor issued by the collector, the master of such vessel or the person in charge of such vehicle and every other person who knowingly is concerned, or who aids therein, shall each b e liable to a pe nalty of $500 fo r each such passe nger so unladen . May be placed on The collector for the district in which any vessel or vehicle arrives arriving vessels. from a foreign port or place may put on board of such vessel or vehi- cle while within such district, and if necessary while going from one district to another, one or more inspectors or other customs officers to examine the cargo and contents of such vessel or vehicle and superin- tend the unlading thereof, and to perform such other duties as may be required by law or the customs regulations for the protection of Duties, etc. the revenue . Such inspector or other customs officer may, if he shall deem the same necessary for the protection of the revenue, secure the hat ches or other com munications or o utlets of such v essel or vehicle with customs seals or other proper fastenings while such vessel is not in the act of unlading and such fastenings shall not be removed with- Control of vessel . out permission of the ins pec tor or ot her cu sto ms officer . Any officer, owner, agent tfng, etc. of the owner, or mem ber of the crew of any such vess el who obstructs or hinders any such inspector or other customs officer in the perform- ance of his duties, shall be liable to a penalty of not more than $500 .
