(b) DECLARATION .-Such invoices shall have indorsed thereon, when so produced, a verified declaration, in a form prescribed by the Secretary of the Treasury, stating whether the merchandise is sold or agreed to be sold, or wh ether it is ship ped o therwi se th an in pursuance of a purchase or an agreement to purchase, that there is no other invoice differing from the invoice so produced, and that all the st ateme nts c ontain ed in such invoice and in such d eclar ation are true and correct . 9 (C) MAKING AND SIGNING .-Every certified invoice shall be made out in t riplicat e, or, f or merch andise i ntended f or immed iate tra ns- portation under the provisions of section 552 of this Act, in quad- ruplicate, if desired by the shipper, and shall be signed by the seller or shipper, or the agent of either ; but a person who has no interest in the merchandise except as broker or forwarder shall not be com- etent to sign any such invoice . Where any such invoice is signed y an agent , he sha ll state thereon the nam e of his princip al . (d) CERT IFIED UNDER EXISTI NG LAw .-Suc h invoices shall be certified in accordance with the provisions of existing law . (e) DISPOSITION.-The original of the invoice and, if made, the quadruplicate shall be delivered to the exporter, to be forwarded to the consignee for use in making entry of the merchandise, and th e tripli cate sha ll be pr omptly t ransmitt ed by th e consul ar offic er to the collector of customs at the port of entry named in the invoice . The dupl icate sh all be f iled in the office of the consular officer by whom the invoice was cer tified, to be th ere kept until th e Secret ary of State authorizes its destruction . (f) CERTIFICATION BY OTHERS THAN AMERICAN CONsuL .-When merchandis e is to be shipped f rom a place so remote from an American consulate as to render impracticable certification of the invoice by an American consular officer, such invoice may be certi- fied by a consular officer of a nation at the time in amity with the United States, or if there be no such consular officer available such invoice shall be executed before a notary public or other officer having authority to administer oaths and having an official seal : Prov ided , Th at invoices for merchandise sh ip ped to the United States from the Philip pine Island s, th e Vir gin I slands , Ame rican Samoa, the islan d of G uam, or the Canal Zone may be ce rtifi ed by the co llect or of custo ms or the p erson acti ng as such, or by his deputy . (g) EFFECTIVE DATE .-This section shall take effect sixty days after the date of enactment of this Act . SEC. 483. CONSIGNEE AS OWNER OF MERCHANDISE . For the purposes of this title- (1) All merchandise imported in to the United States shall be held to be the p roperty of the p erson to whom the same is consign ed ; and the holder of a bill of lading duly indorsed by the consignee therein named, o r, if co nsigned to order , by the consigno r, shall be deemed the consignee thereof . The underwriters of abandoned mer- chandise and the salvors of merchandise saved from a wreck at sea or on or along a coast of the United States may be regarded as the consigne es . (2) A person making entry of merchandise un der the provisions of subdivision (h) or (i) of section 484 (relating to entry on carrier's certificate and on duplicate bill of lading, respectively) shall be deemed the sole consignee thereof . 57894•-31-46 721 ADEIINIBTRATIVE PRO.
