913 Congress in Senate Document Numbered 206, as follows : Under the War Department, $43,652 .13 . j Interest on judgment in favor of the Texas Company : For the paymen t of i nteres t fro m Sept ember 3, 1917, at the rate of 6 per centum per annum on $12,918 .74, being the amount of principal of a udgment rendered against the United States by the United States District Court for the Sout hern District of New York a nd in favor of the Texas Company, so much as may be necessary is hereby appro- priated to pay such interest in conformity with the judgment certified in Senate Document Numbered 100, Seventy-first Congress ; such interest having been inadvertently omitted from the paragraph in the "First Deficiency Act, fiscal year 1930," which appropriated for the payment of such principal . Inter est on judgme nt in favor of the Henri Gu tmann Silks C orpo- ration : For the payment of interest from May 28, 1925, to November 25, 1929, at the rate of 6 per centum per annum on $1,903 .15, being the amount of principal of a judgment re ndered against the United States by the United States District Court for the Southern District of New York and in favor of the Henri Gutmann Silks Corporation, so much as may be necessary is hereby appropriated to pay such interest in conformity with the judgment certified in Senate Docu- ment Numbered 100, Seventy-first Congress ; such interest having been inadvertently omitted from the paragraph in the " First Deficiency Act, fiscal year 1930," which appropriated for the payment of such principal . None of the judgments contained under this caption shall be paid until the right of appeal shall have expired except such as have become final and conclusive against the United States by failure of the parties to appeal or otherwise. Payment of interest wherever provided for judgments contained in this Act shall not in any case continue for more than thirty days after the date of approval of the Act . None of the judgments contained under this caption which have not been affirmed by the Supreme Court or otherwise become final and conclusive against the United States shall be paid until the expiration of the time within which application may be made for a writ of cert iorari under subdivision ( b) section 3, of the Act entitled "An Act to amend the Judicial Code, and to further define the jurisdiction of the circuit courts of appeals and of the Supreme Court, and for other purposes," approved February 13, 1925 (U.
