Proviso.For the purchase of the building in the city of Philadelphia, formerly the Bank of the United States, for a custom-house for the port of Philadelphia, in addition to the proceeds of sale of the present custom-house, two hundred and twenty-five thousand dollars: Provided, That the whole cost shall not exceed two hundred and seventy-five thousand dollars.
