PAN AMERICAN EXPOSITION Pan American Exposition: For participation by the United States in the Pan American Exposition to be held in Tampa, Florida, in the year 1939 in commemoration of the landing of Hernando De Soto in Tampa Bay, as authorized by and in accordance with the provisions of Public Resolution Numbered 72, 75th Congress, approved August 26, 1937, $100,000, to be immediately available: Provided,That not to exceed $45,000 of this amount may be expended for rent without regard to section 322 of the Act of June 30, 1932 (47 Stat. 412) (50 Stat. 831-834). PROTECTION OF INTERESTS OF THE UNITED STATES IN MATTERS AFFECTING OIL LANDS IN FORMER NAVAL RESERVES Protection of interests of the United States in matters affecting oil lands in former naval reserves: For compensation and expenses of special counsel and for all other expenses, including employment of experts and other assistants at such rates as may be authorized or approved by the President, in connection with carrying into effect the joint resolution entitled "Joint resolution directing the Secretary of the Interior to institute proceedings touching sections 16 and 36, township 30 south, range 23 east, Mount Diablo meridian", approved February 21, 1924, $34,000, to be expended by the Presi- dent: Provided, That no part of this sum shall be used to compen- sate any person at a rate in excess of $10,000 per annum. RAILROAD RETIREMENT BOARD For salaries and expenses, Railroad Retirement Board: For three Board members and for all other authorized and necessary expendi- tures of the Railroad Retirement Board in performing the duties imposed by law or in pursuance of law, including rent; personal and other services in the District of Columbia and elsewhere; traveling expenses, including not to exceed $1,000 for expenses of attendance at meetings concerned with the work of the Board when specifically authorized by the Board; not to exceed $2,500 for payment of actual transportation expenses, and per diem (not to exceed $10) in lieu of subsistence and other expenses, of persons serving while away from their homes without other compensation in an advisory capacity to the Railroad Retirement Board; repairs and alterations; contract stenographic reporting services; office appliances and labor-saving devices; supplies and equipment (including photographic equip- ment); not to exceed $5,000 for law books, books of reference, news- papers, press clippings, periodicals, and for payment in advance when authorized by the Board for library membership in organiza- tions which issue publications to members only or to members at a price lower than to the general public; operation, maintenance, and repair of motor-propelled passenger-carrying vehicles to be used only for official purposes in the District of Columbia and elsewhere; and other necessary expenses; $2,190,000: Provided, That the Board may procure supplies and services without regard to section 3709 of the Revised Statutes (41 U.
