Rubber investigations: To enable the Secretary of Agriculture to conduct investigations directed toward the development of rubber production in the Western Hemisphere, including production, breed- ing and disease research; surveys of potential rubber-producing areas; establishment and operation of experiment and demonstra- tion stations in suitable locations; acquisition of land for such pur- poses; construction and equipment of necessary buildings; travel- purchase, maintenance, operation, and repair of motor-propelled and horse-drawn passenger-carrying vehicles; employment of guides, translators, and other assistants by contract or otherwise; medical services; books, periodicals, and newspapers; rent; printing; and for all other necessary expenses, including personal services and means in the District of Columbia and elsewhere, fiscal year 1941, $500,000, to be immediately available and to remain available until expended: Provided, That the Secretary of Agriculture is authorized to trans- fer such sums as he may deem necessary to other Government agencies cooperating or assisting in such investigations.
