FOREIGN INTERCOURSE Contingent expenses, Foreign Service: The limitation of $35,000 on the amount which may be expended during each of the fiscal years 1940 and 1941, for reimbursement of appropriations for the Navy Department for the purposes specified in the last proviso con- tained under this head in the Department of State Appropriation Acts for 1940 and 1941, is increased to $40,000. Emergencies arising in the Diplomatic and Consular Service: For an additional amount to enable the President to meet unforeseen emergencies arising in the Diplomatic and Consular Service, and to extend the commercial and other interests of the United States and to meet the necessary expenses attendant upon the execution of the Neutrality Act, to be expended pursuant to the requirement of sec- tion 291 of the Revised Statutes (31 U. S. C. 107), fiscal year 1941, $1,000,000; of which $50,000 shall, in the discretion of the President, be available for personal services in the District of Columbia. INTERNATIONAL BOUNDARY COMMISSION, UNrIED STATES AND MEXICO Rio Grande canalization project: For an additional amount for Rio Grande canalization, Department of State, including the recon- struction or replacement of certain bridges over the Rio Grande within the Rio Grande canalization project, as authorized by and subject to the provisions of the Act approved April 22, 1940 (Public, Numbered 472, Seventy-sixth Congress), fiscal year 1941, to remain available until expended, $310,000.
