Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of War and the Secretary of the Navy are hereby authorized to direct the training and attendance of personnel of the Army of the United States and of the naval service, respectively, as participants in the Seventh Winter Sports Olympic Games and the Fourteenth Olympic Games and future Olympic games: Provided, That the Secretary of War is further authorized to direct the training and attendance of animals of the Army of the United States for such games: Provided further, That the expenses in amounts not to exceed $75,000 for the Army and $50,000 for the Navy, incident to the training, attendance, and participation in the Seventh Winter Sports Olympic Games and the Fourteenth Olympic Games, including the use of such supplies material, and equipment as in the opinion of the Secretary of War and the Secretary of the Navy, respectively, may be necessary, may be charged to the appropriations for the support of the Army and appro- priations for the Navy Department and the naval service, respectively, for the fiscal years 1948 and 1949: And provided further, That appli- cable allowances which are or may be fixed by law or regulations for participation in other military activities shall not be exceeded. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,That the War Depart- ment and the Navy Department are authorized to transfer to the Pan- ama Canal, regardless of present location and without charge to the Panama Canal, materials, supplies, tools, and equipment of every character, including structures, vessels, and floating equipment, which are surplus to the needs of the department having title thereto and which may be certified by the Governor of the Panama Canal as nec- essary for the care, maintenance, operation, improvement, sanitation, and government of the Panama Canal and Canal Zone.
