S . C . 292-299), and the acquisition, by purchase or otherwise, of household equipment for the purpose set forth in section 912 of said Foreign Service Act of 1946, all without regard to section 3709 of the Revised Statutes, as amended; loss by exchange; radio broadcasting; payment in advance for subscriptions to commercial information, telephone and similar services, including telephone serv- ice in residences as authorized by the Act of April 30, 1940 (31 U. S . C . 679) ; burial expenses and expenses in connection with last illness and death of certain native employees, as authorized by the Act of July 15, 1939 (5 U. S . C . 118f) ; for relief, protection, and burial of Ameri- can seamen, and alien seamen as authorized by the Act of March 24, 1943 (57 Stat. 45), in foreign countries and in Territories and insular possessions of the United States, and for expenses incurred in the acknowledgement of the services of officers and crews of foreign vessels and aircraft in rescuing American seamen, airmen, or citizens from shipwreck or other catastrophe abroad; for expenses of maintaining in Egypt, Ethiopia, Morocco, and Muscat, institutions for incarcerating American convicts and persons declared insane by any consular court, rent of quarters for prisons, ice and drinking water for prison pur- poses, and for the expenses of keeping, feeding, and transportation of prisoners and persons declared insane; for every expenditure requisite for or incident to the bringing home from foreign countries of persons charged with crime, as authorized by section 5275 of the Revised Statutes (18 U. S . C . 659); and the operation and maintenance of commissary and mess service (not to exceed $275,000) ; $48,737,750: Provided, That the payment for rent of Foreign Service quarters may be made in advance: Provided further, That the Secretary of State may lease or rent for periods not exceeding ten years, offices, build- ings, grounds, and living quarters for the use of the Foreign Service, and may furnish heat, fuel, light, gas, and electricity for Government- owned, leased, or rented offices, buildings, grounds, and living quarters, all without regard to section 3709 of the Revised Statutes (41 U. S . C . 5): Provided further, That pursuant to section 8 of Public Law 600 approved August 2, 1946, automobiles in possession of the Foreign Service abroad may be exchanged or sold and the exchange allowances or proceeds of such sales applied to replacement of an equal number of passenger vehicles and the cost, including the exchange allowance, of each such replacement shall not exceed $3,000 in the case of the chief of mission automobile at each diplomatic mission and $1,300 in the case of all other passenger vehicles except station wagons, and such replacements shall not be charged against the numerical limitation hereinbefore set forth.
