(d) Subsections (c) and (e) of section 3646 of the Revised Statutes of the United States, as amended (U. S . C., 1940 edition, Supp. V, title 31, sees. 528 (c) and (e)), are respectively, further amended by deleting the phrase "before the close of the fiscal year following the fiscal year in which the original check was issued" and inserting in lieu thereof the phrase "prior to the expiration of ten years from the date on which the original check was issued". (e) Subsection (f) of section 3646 of the Revised Statutes of the United States, as amended (U. S . C., 1940 edition, Supp. V, title 31, sec. 528 (f)) is further amended to read as follows: "(f) Substitutes issued under this section drawn on the Treasurer of the United States, except those for checks issued on account of public- debt obligations and transactions regarding the administration of banking and currency laws, shall be deemed to be original checks and shall be payable under the same conditions as original checks. Substi- tutes for checks issued on account of public-debt obligations and trans- actions regarding the administration of banking and currency laws shall be payable directly by the Treasurer of the United States without limitation of time." (f) Subsection (g) of section 3646 of the Revised Statutes of the United States, as amended (U. S . C., 1940 edition, Supp. V, title 31, sec. 528 (g)) is further amended by deleting the phrase "by any cor- poration or other entity" and inserting in lieu thereof "by any wholly owned or mixed-ownership Government corporation or by any entity".
