Ante, p. 35 . TEMPORARY EXTENSION OF CERTAIN EXPORT CONTROLS SEC. 4. To effectuate the policy set forth in section 2 hereof, section 6 (d) of the Act of July 2, 1940 (54 Stat. 714), as amended, is amended to read as follows: "(d) The authority granted by this section shall terminate on Feb- ruary 29, 1948, or any prior date which the Congress by concurrent resolution or the President may designate." EXEMPTION FROM ADMINISTRATIVE PROCEDURE ACT SEC. 5. The functions exercised under title III of the Second War Powers Act, 1942, as amended (including the amendments to existing law made by such title), and the functions exercised under section 6 of such Act of July 2, 1940, as amended, shall be excluded from the operation of the Administrative Procedure Act (60 Stat. 237), except as to the requirements of sections 3 and 10 thereof. ADMINISTRATION BY SECRETARY OF COMMERCE SEC. 6. (a) The Secretary of Commerce, subject to the direction of the President, shall have power to establish policies and programs to effectuate the general policies set forth in section 2 of this Act, and to exercise over-all control, with respect to the functions, powers, and duties delegated by the President under title III of the Second War Powers Act, 1942, as amended, and section 6 of the Act entitled "An Act to expedite the strengthening of the national defense", approved July 2, 1940, as amended.
