Helium utilization and research: For expenses necessary to conduct inquiries and scientific and technologic investigations concerning resources, production, repurification, storage, and utilization of helium, independently or in cooperation with other agencies, public or private; including purchase of not to exceed one passenger motor vehicle; and other items otherwise properly chargeable to the appro- priation "Contingent expenses, Department of the Interior"; $90,000, including not to exceed $9,000 for personal services in the District of Columbia.
