SALARIES AND EXPENSES For necessary expenses in connection with the publication, indexing, illustration, and distribution of bulletins, documents, and reports, the preparation, distribution, and display of agricultural motion and sound pictures, and exhibits, and the coordination of informational work in the Department, $575,000, together with such amounts from other appropriations or authorizations as are provided in the schedules in the Budget for the current fiscal year for such expenses, which several amounts or portions thereof, as may be determined by the Secre- tary, not exceeding a total of $13,975 shall be transferred to and made a part of this appropriation, of which total appropriation amounts not exceeding those specified may be used for the purposes enumerated as follows : or personal services in the District of Columbia, $533,000; for preparation and display of exhibits, $128,400 i and the preparation, distribution, and display of motion and sound pictures, $67,400: Pro- vided, however, That if the total amounts of the appropriations or Adjmustments in authorizations for the current fiscal year from which transfers to this appropriation are herein authorized shall at any time exceed or fall below the amounts estimated, respectively, therefor in the Budget for such year, the amounts transferred or to be transferred therefrom to this appropriation and the amount which may be expended for personal services in the District of Columbia shall be increased or decreased in such amounts as the Director of the Bureau of the Budget after a hearing thereon with representatives of the Department, shall determine are appropriate to the requirements as changed by such reductions or increases in such appropriations or authorizations: Pro- vided further, That when and to the extent that in the judgment of Transfer of addi- the Secretary agricultural exhibits and motion and sound pictures a as centrl aency. relating to the authorized programs of the various agencies of the Department can be more advantageously prepared, displayed, or dis- tributed by the Office of Information, as the central agency of the Department therefor, additional funds not exceeding $300,000 for these purposes may be transferred to and made a part of this appropriation, from the funds applicable, and shall be available for the objects speci- fied herein, including personal services in the District of Columbia: Provided further, That in the preparation of motion pictures or Temporary employ- exhibits by the Department, not exceeding a total of $10,000 may be mn used for employment pursuant to the second sentence of section 706 (a) of the Department of Agriculture Organic Act of 1944 (5 U. S . C . 58 tat.742. 574), said Act being elsewhere herein referred to as the Organic Act of 1944, as amended by section 15 of the Act of August 2, 1946 (Public 6 sOt.isa,. Law 600) : Provided, That no part of this appropriation shall be used Regional or Stte for the establishment or maintenance of regional or State field offices field ofces.
