ORDNANCE DEPARTMENT ORDNANCE SERVICE AND SUPPLIES, ARMY For manufacture, procurement, storage, and issue, including research, planning, design, development, inspection, test, alteration, maintenance, repair, and handling of ordnance material, together with the machinery, supplies, and services necessary thereto; sup- plies and services in connection with the general work of the Ordnance Department, comprising police and office duties, rents, tolls, fuel, light, water, advertising, stationery, typewriting and computing machines, including their exchange, and furniture, tools, and instruments of service; instruction, training, and other incidental expenses of the ordnance service; purchase and hire of passenger motor vehicles; ammunition for military salutes at Government establishments and institutions to which the issues of arms for salutes are authorized; services, material, tools, and appliances for operation of the testing machines and chemical laboratory in connection therewith; publi- cations for libraries of the Ordnance Department, including the Ordnance Office: Provided, That, notwithstanding the provisions of any other law, not more than $25,000,000 of the amounts received by the War Department during the fiscal year 1948 as proceeds from the sale of scrap or salvage material shall be available for expenses of transportation, demilitarization, and other preparation for sale or salvage of military supplies, equipment, and mat6riel: Provided further,That a report of receipts and disbursements under this limi- tation shall be made quarterly to the Appropriation Committees of the Congress; $245,532,800, and in addition to this appropriation the Secretary may, prior to July 1, 1948, enter into contracts in an amount not in excess of $2,000,000.
