For the payment of claims certified to be due by the General Accounting Office under appropriations the balances of which have been carried to the surplus fund under the provisions of section 5 of the Act of June 20, 1874 (31 U. S. C. 713), and under appropriations heretofore treated as permanent, being for the service of the fiscal year 1944 and prior years, unless otherwise stated, and which have been certified to Congress under section 2 of the Act of July 7, 1884 (5 U. S. C . 266), as fully set forth in Senate Document Numbered 79 and House Document Numbered 356, Eightieth Con- gress, there is appropriated the sum of $55,452,508.21, together with such additional sum due to increases in rates of exchange as may be necessary to pay claims in the foreign currency and interest as specified in certain of the settlements of the General Accounting Office, to be disbursed and accounted for as a single fund; $4.80, payable from District of Columbia revenues; and $8,528.06, payable from postal revenues; in all, $55,461,041.07. SEc. 205. For the payment of claims allowed by the General Accounting Office pursuant to the Act entitled "An Act granting travel pay and other allowances to certain soldiers of the War with Spain and the Philippine Insurrection who were discharged in the Philippine Islands", approved December 5, 1945 (10 U. S . C. 866f), and which have been certified to the Eightieth Congress under sec- tion 2 of the Act of July 7, 1884 (5 U. S. C. 266), under the War Department in Senate Document Numbered 83 and House Document Numbered 355, $7,945.90. TITLE III GENERAL PROVISIONS SEc. 301. No part of any appropriation contained in this Act shall be used to pay the salary or wages of any person who engages in a strike against the Government of the United States or who is a member of an organization of Government employees that asserts the right to strike against the Government of the United States, or who advocates, or is a member of an organization that advocates, the overthrow of the Government of the United States by force or violence: Provided,That for the purposes hereof an affidavit shall be considered prima facie evidence that the person making the affidavit has not, contrary to the provisions of this section, engaged in a strike against the Government of the United States, is not a member of an organization of Government employees that asserts the right to strike against the Government of the United States, or that such person does not advocate, and is not a member of an organization that advocates, the overthrow of the Gov- ernment of the United States by force or violence: Provided further, That any person who engages in a strike against the Government of the United States or who is a member of an organization of Government employees that asserts the right to strike against the Government of the United States, or who advocates, or who is a member of an organization that advocates, the overthrow of the Government of the United States 627 Payment. 18 Stat. 110. 23 Stat. 2M . 59 Stat. 596 . 23 Stat. 254.
