Contingent expenses, Senate: To enable the Senate Committee on Rules and Administration, or its authorized representative, to make final settlement of all authorized accounts outstanding against the Senate Restaurants at the close of business July 31, 1947, including payments for terminal and accrued leave and compensatory absence with pay authorized by the committee on the basis of services rendered prior to August 1, 1947, $19,000, together with the balance (exclusive of such amounts as required to cover outstanding checks) in the special deposit account on August 1, 1947, maintained in the Treasury of the United States for the United States Senate Restaurants, which balance shall be paid by the Architect of the Capitol to the committee or its authorized representative on August 1, 1947. CAPITOL POLICE General expenses: For an additional amount, $2,400, to be disbursed by the Clerk of the House of Representatives. INDEPENDENT OFFICES AMERICAN BATTLE MONUMENTS COMMISSION Construction of memorials and cemeteries: For the permanent de- sign and construction of memorials and cemeteries in foreign countries as authorized by the Act of June 26, 1946 (Public Law 456), and H. R. 3394, $50,000, to remain available until expended. CIVIL SERVICE COMMISSION Salaries and expenses: For an additional amount for "Salaries and expenses", Civil Service Commission, including $100,000 additional for printing and binding and $150,000 additional for penalty mail, $3,500,000: Provided,That such sums as the Bureau of the Budget may approve may be transferred from this appropriation to other agencies of the Government for investigating Federal employees: Providedfur- ther That nothing in sections 109 and 113 of the Criminal Code (18 U. I . C. 198 and 203) or in section 190 of the Revised Statutes (5 U. S. C . 99) shall be deemed to apply to any person because of his appointment for part-time service as a member of the Loyalty Review Board in the Civil Service Commission.
