The facts constituting the basis for any payment, or the lecretary. amount thereof authorized to be made under this title, officially deter- mined in conformity with rules or regulations prescribed by the Secre- tary, shall be reviewable only by the Secretary, and his determinations with respect thereto shall be final and conclusive. Applicability. SEC. 307. This title shall apply to the continental United States, the Territory of Hawaii, Puerto Rico, and the Virgin Islands. TITLE IV-GENERAL PROVISIONS Expenditures. SEC. 401. For the purposes of this Act, the Secretary may make such expenditures as he deems necessary to carry out the provisions of this Act, including personal services and rents in the District of Columbia and elsewhere. The several district courts of the United States are hereby vested with jurisdiction specifically to enforce, and to prevent and restrain any person from violating, the provisions of this Act or of any order or regulation made or issued pursuant to this Act. If and when the Secretary shall so request, it shall be the duty of the several district attorneys of the United States, in their respective districts, to institute proceedings to enforce the remedies and to collect the penalties and forfeitures provided for in this Act.
