For necessary expenses (except personal services) for acquisition of books, periodicals, and nevespapers, and all other material for the increase of the Library, $1,695,000, to remain available until expended, including $40,000 to be available solely for the purchase, when specifically approved by the Librarian, of special and unique materials for additions to the collections.
