SEC. 404. (a) The Administrator of the Environmental Protection Agency shall conduct a study and investigation of emissions of air pollutants from railroad locomotives, locomotive engines, and secondary power sources on railroad rolling stock, in order to determine— (1) the extent to which such emissions affect air quality in air quality control regions throughout the United States,
