For carrying out title X VI of the Public Health Service Act, ^542,000,000 shall be available without fiscal year limitation for the payment of interest subsidies. The total principal amount of loans to be guaranteed or directly made, which may be allotted among the States, pursuant to titles VI and X VI of the Public Health Service Act shall not exceed a cumulative amount of $1,750,000,000.
