Mr. Chow Pei-Chen

Mr. Chow Pei Chen was born in Nanzing, Chekiang, in 1883. In 1901, he passed successfully the civil examination. After the Boxer Rebellion, he took up a business career but when the reform movement spread over China, he joined Dr. Sun Yat-sen's Democratic Party. At the time of the revolution he was one of the strong advocates of the republican form of government and devoted much of his time in maintaining the peace of Kiangsu and Chekiang. In 1917, he was appointed president of the Bureau of Governmental Properties of Chekiang.
