Mr. Chang Ying-hua
張英華字月笙
Mr. Chang Ying-hua was born at Hengshui Hsien, Chihli Province, in 1886. He received his middle school education in the Tientsin Anglo-Chinese College. Later he went to England and studied in Manchester. He began his official career upon his return to China. In the first few years of the Republic, Mr. Chang served for a time as Consolation-Commissioner to the Three Eastern Provinces.
