"Redacted"

I'm not sure the obliterated notes at the top and bottom are important, or strictly correct, to mark as "redacted." Redaction implies "sanitization" to remove sensitive material in the declassification process. Here, I think they were simply removing the same "CONFIDENTIAL" headers that are seen scratched out elsewhere in the document. --LarryGilbert (talk) 17:04, 24 October 2009 (UTC)
