The basis for this article was an offspring from w:List of United States presidential vetoes. If we have the vetoes listed, why not the veto messages (the objections of the President required by the Constitution)?
The source for these veto messages is the THOMAS website with its Congressional Record archives. Unfortunately, while a general link can be made, an exact link can only be generally made or to a PDF of the page of the veto message (which includes more than just the message). Links to the THOMAS page for each bill are in the Wikipedia article, but the template that manages those links is Wikipedia-specific, so I guess it'll have to be brought over from Wikipedia (the template is w:Template:USBill).
The basic style I'm thinking of is use for the article title "Veto Message for ____" (where the blank is the short designation of the bill). Then in the header template, use the full name as specified in the Congressional Record section header, sans the document number.
For now, I'm leaving in the introductory information of how the chamber proceeded to the veto message. It isn't really part of the message itself, but it's nice to have I suppose. I am omitting the remarks of the presiding officer as to how the chamber will proceed on the message (at this point, when a veto message is read and spread upon the journal, it is consider the question of "on reconsideration, pass[ing] the bill, the objections of the President to the contrary notwithstanding", or otherwise moving to handle the question otherwise). Maybe it should be added; I don't know.
