Proclamation No. 39

DECLARING THAT THE STATE OF REBELLION IN THE NATIONAL CAPITAL REGION HAS CEASED TO EXIST

Whereas, Proclamation No. 38 dated May 1, 2001 declared a state of rebellion in the National Capital Region;

Whereas, General Order No. 1 dated May 1, 2001, issued on the basis of Proclamation No. 38 dated May 1, 2001 and pursuant to Article VII, Section 18 of the Constitution, directed the Armed Forces of the Philippines and the Philippine National Police to suppress the rebellion in the National Capital Region;

Whereas, the Armed Forces of the Philippines and the Philippine National Police have effectively suppressed and quelled the rebellion;

Now, therefore, I, Gloria Macapagal-Arroyo, by virtue of the powers vested in me by law hereby declare that the state of rebellion in the National Capital Region has ceased to exist.
