Proclamation No. 889–B

LIFTING THE SUSPENSION OF THE PRIVILEGE OF THE WRIT OF HABEAS CORPUS IN CERTAIN AREAS OF LUZON AND THE WHOLE OF VISAYAS.

Whereas, Proclamation No. 889, promulgated on August 21, 1971, as amended by Proclamation No. 889–A, promulgated on August 30, 1971, suspended the privilege of the writ of habeas corpus in certain cases throughout the country;

Whereas, on the basis of careful evaluation of periodic assessments from the Armed Forces of the Philippines and other national intelligence agencies, confirmed by the latest reports from Armed Forces of the Philippines field commanders, the condition of Communist insurgency and subversion which posed a clear and present danger to public safety and to the security of the State and impelled the suspension of the privilege of the writ of habeas corpus throughout the country has now substantially eased in certain areas so as to warrant the lifting thereof in those places;

Now, Therefore, I, Ferdinand E. Marcos, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby lift the suspension of the privilege of the writ of habeas corpus in the following areas of the country:

A. Provinces:

1. Batanes 15. Negros Occidental
2. Ilocos Norte 16. Negros Oriental
3. Ilocos Sur 17. Cebu
4. Abra 18. Bohol
5. La Union 19. Capiz
6. Pangasinan 20. Aklan
7. Batangas 21. Antique
8. Catanduanes 22. Iloilo
9. Masbate 23. Leyte
10. Romblon 24. Leyte del Sur
11. Marinduque 25. Northern Samar
12. Oriental Mindoro 26. Eastern Samar
13. Occidental Mindoro 27. Western Samar
14. Palawan

B. Sub–Provinces:

1. Guimaras 3. Siquijor
2. Biliran

Cities:

1. Laoag 14. Bais
2. Dagupan 15. Dumaguete
