I've already converted this report BY HAND to validated XHTML about a month ago, and then from there, converted it to Plucker and iSilo formats for download to handheld devices. I've corrected several thousand mistakes in punctuation, mis-hyphenated words, and other items. I've also added a TOC, mini-TOC to the beginning of each page, and cross-linked every single annotation in the entire work. It was an enormous undertaking. You can see the results here:
