There are differing claims on the date. Presidential Executive Orders by Clifford Lee Lord, page 14, notes that the order was undated, probably indicating there was no date on the signed copy. A Department of Interior annual report states that the contract was approved by the United States Congress on June 25, 1900, while a 1921 volume of laws passed by the Hawaii legislature states, as part of the text of a 1921 law extending the franchise, that the order was dated July 25, 1900. However, on page 204 of the primary source, in the testimony of the court case (where the text of the order is repeated), it states that the order was given on June 25, 1900. |
