This is a letter, the contents of which have been the occasion of some controversy. It is reprinted, as an, unofficial translation from an official source, from

The English errors here - 1st para "me address" and 8th para "you efforts" come from there and are not transcription errors.

[edit]I changed the date, because sources from that time clearly mention 27 December 2000. These sources should be regarded more reliable than those of years later:
