[edit]The Norwegian Copyright act (aka Åndverksloven) §9 says the following: "Laws, regulations, court decisions and other decisions by public authorities is without protection under this law. The same applies to proposals, reports and other statements relating to public governance, and are the responsibility of public authorities, publicly appointed council or committee, or published to the public.
