This is really two entirely separate documents that have been cut-and-pasted here as one. The first 1/3 or so of the page consists of the plaintiff's complaint initiating the lawsuit, dated February 1995. The remaining 2/3 of the page consists of an order issued by the district court in which the lawsuit was filed, dated November 1995.
