Reliability of Senator Reed's Speech

We need a citation to the Congressional Record: Senate of March 3, 1921. If anyone has access to a paper edition of this great source, it would be appreciated if they added the full citation so that the speech can be consulted in its original state. The speech bears the stamp of Senator Reed, and the transcription is in all probability an accurate version. H.L. Mencken was in Washington at the time, and he thought it was magnificent both in terms of Reed's delivery and substance. --Menckenire (talk) 16:28, 8 August 2012 (UTC)Reply
