A couple of things

I assume the Declaration of San Jose mentioned is this - https://avalon.law.yale.edu/20th_century/intam13.asp

wikipedia lists four Havana Declarations from the Castro era - https://en.wikipedia.org/wiki/Havana_Declaration

In 3, it has "forseen [sic]" - I guess that sic was added by a transcriber - so should use the template.
