Canadian Crown Copyright?

I apologize if this is a moot point, as I'm not super familiar with Canadian copyright law. However, I am somewhat confused (by no means accusing anyone of anything, just unsure); would this be in the public record, as it was presumably open to the public, or would this fall under crown copyright? From the website, permission is granted to re-print if:
The use must be reasonable, fair and non-commercial, and must credit the Assembly;
So I read that as this is fair use, ie gtg 142.126.229.119 22:55, 1 April 2025 (UTC)Reply
No. Although Wikisource is not commercial, it requires the contents here not to have such restrictions.
But in any event, surely this is still copyright in the US ? - and that is what matters to Wikisource. See the discussion here -- Beardo (talk) 23:28, 1 April 2025 (UTC)Reply
