Usage

Template for formatting (some) lists of papers in the House of Commons Parliamentary Papers.

It is somewhat compatible with {{TOC begin}}, but, having five columns, it's not really compatible with most row templates.

• 1: paper number
• 2: paper title
• 3: month
• 4: day
• 6: year, or "-" for a bar
• 7: notes, often the enclosure count, but free text, so can be anything. Presented on a new row.

This template may not be generally portable to all TOC lists in the HCPP, so only use it when it makes sense.
