Penn, Lieutenant-Colonel Fitzroy Somerset Lanyon, Assistant Adjutant-General, Victorian Military Forces, was born on Sept. 29th, 1854, and entered the army in August 1873 as sub-lieutenant in the 69th Foot, of which he was also made lieutenant. In Feb. 1881 he became captain in the Welsh Regiment, and adjutant of the regiment in August 1887. In Dec. 1889 (having meantime become major) he was appointed Assistant Adjutant-General of the Victorian Military Forces, with the local rank of lieutenant-colonel.
