STEINER, stī'nėr, Bernard Christian, American educator: b. Guilford, Conn., 13 Aug. 1867; prepared for college at the Frederick (Md.) Academy; was graduated at Yale A.B. 1888, A.M. 1890; was a Fellow in history at Johns Hopkins, 1890-91 and Ph.D. 1891; instructor in history at Williams College, 1891-92; instructor of history at Johns Hopkins, 1893, and associate there from 1894 to 1911. He was graduated at University of Maryland with degree of LL.B. in 1894; was dean and professor of constitutional law, Baltimore University, 1897-1900, and was dean and professor of public law in the Baltimore Law School from 1900 to 1904. Since 1892 he has been librarian of the Enoch Pratt Free Library of Baltimore City. His publications include ‘Education in Connecticut’ (1893); ‘Education in Maryland’ (1894); ‘Citizenship and Suffrage in Maryland’ (1895); ‘Institutions and Civil Government of Maryland’ (1899); ‘Life of James McHenry’ (1907); ‘Life of Reverdy Johnson’ (1914), etc.
