Ferard of Ascot Place, Winkfield, Berkshire; educ: Eton; University College, Oxford; entered I.C.S. 1885, and served in U.P. as Assistant Mag. and Collector, and Assistant Commissioner; Joint Mag, 1893; Deputy Commissioner, 1896; worked in the Indian Famine, 1897-98; Collector and Mag., Allahabad, 1898.
