Pelly, at one time Senior Chaplain of Madras; joined service as Inspector of Police, 1831; regarded as an expert in Police matters relating to the Agency tracts of the Ganjam, Vizagapatam, and Godavari districts; acted as Deputy Inspector of Police; appointed Chief Presidency Magistrate, Madras, December 1911.
