Phillips, William Watkin, Bar-at-Law; District and Sessions Judge, Madras; educ: New College, Oxford; joined service, 1830: Assistant Collector and Magistrate, 1831; attached to Survey and Settlement Parties, 1891; acted in various other places and become Assistant Secretary to Government in the Departments under the Chief Secretary, 1895; Collector, Vizianagaram Zamindari, 1900-01; District and Sessions Judge, 1906-10; acting Judge, High Court, Madras, 1911; on special duty as Commissioner of the High Court, 1912-13; reverted as District and Sessions Judge, 1913.
